TSC Study Leave Form: Application Process, Policies, Study Leave Categories And Check Status

The Teachers Service Commission (TSC) has a rich history dating back to the 1950s when teachers, led by retired President Daniel T Moi, fought passionately to form a unified teacher body. This led to the establishing of the Kenya National Union of Teachers (KNUT) in 1957, setting the stage for a unified teaching force in Kenya. However, disparate remuneration and working conditions persisted as various entities employed teachers.

1964 The Kenya Education Commission Report (The Ominde Report) advocated for a competent, respected, and contented teaching force. Consequently, the Teachers Service Commission was founded in July 1967 through an Act of Parliament. Its primary purpose was to provide teachers with a single employer and standardised terms and conditions of service. The Commission operates under Article 237(2) of the Constitution. It is responsible for various functions, including teacher registration, recruitment, promotion, discipline, etc.

This article will guide you through the essential details of applying for study leave through the TSC. Whether you are considering study leave with pay or without pay, this comprehensive guide covers the crucial steps and considerations you must remember.

TSC Study Leave Application Process

If you're a teacher looking to pursue further education, the TSC has specific guidelines for study leave applications. This article will walk you through the process, from obtaining the application form to critical deadlines.

1. Application Form

To apply for study leave, you must complete the TSC's application form, available through your school's headteacher or downloaded from the TSC website (www.tsc.go.ke). The form should be filled out in triplicate, with one copy sent to the Commission, one to your headteacher, and the third to the TSC County Director.

2. Timing Is Crucial

Ensure your study leave application reaches the TSC Headquarters at least 90 days before your studies begin. This timeline is critical, so plan to avoid any delays.

3. Supporting Documents

Your application should include a copy of your admission letter from the University/College where you intend to study. Suppose you are applying for a Three-month Research leave. In that case, additional documents such as an initial admission letter, coursework completion letter, and transcripts for completed units are required.

4. Approval Before Departure

Only leave your duty station after receiving written approval for your study from the Commission. Leaving without approval may result in disciplinary action.

5. Returning on Time

When your study leave concludes, ensure you return to your teaching role on or before the specified date. Punctuality is crucial for a smooth transition from your studies to your teaching duties.

6. Extension or Changes

If you need to extend your study leave or change your course or institution, submit your request at least thirty (30) days in advance and communicate these changes effectively.

7. Involvement of Headteacher and County Director

Your headteacher plays a crucial role in your study leave application. They will confirm the number of teachers from your school currently on study leave and either recommend or not recommend your application. The TSC County Director assesses applications for post-primary institutions and makes recommendations accordingly.
